Australian Citizenship Eligibility: Who Can Apply and the Residence Requirement

The Main Pathway: Citizenship by Conferral

Most migrants become Australian citizens through a process called citizenship by conferral. This is the pathway for permanent residents who have lived in Australia for a period of time and now want to become citizens. The General Eligibility Requirements

To apply for citizenship by conferral, you generally need to:

Be of good character (if you are aged 18 or over)
Have a basic knowledge of the English language

The Residence Requirement Explained

Time spent in Australia on a temporary visa (for example as a student or skilled worker) usually counts towards the four years, as long as you were lawfully in Australia. Time spent unlawfully in Australia generally does not count.

If your dates are even a few days short, wait until you comfortably meet the requirement before applying.

Good Character

Applicants aged 18 and over must be of good character. The Department considers things like criminal history, honesty in dealings with the Department, and general conduct. You may be asked to provide police certificates from Australia or from countries where you have lived. Always be truthful — giving false information can lead to refusal or even cancellation of citizenship later.

Who Has to Sit the Citizenship Test?

In general, applicants aged 18 to 59 applying by conferral are required to sit the citizenship test. Children and older applicants are usually not required to sit the test, and there are special provisions for people with certain permanent physical or mental conditions.
